The Rochester Police Department's Deaf or Hard of Hearing Driver Visor Card is a well-intentioned communication tool meant to reduce miscommunication and potential escalation during traffic stops.

RPD’s Deaf Driver Visor Card may help de-escalate routine stops, but it is ultimately a non-binding communication tool—not a rights-affirming document. In its current form, it lacks the power to meaningfully protect Deaf individuals or ensure they receive the interpretation services they are legally entitled to.

If RPD is serious about effective communication, this card must evolve beyond convenience and into something that truly supports equal access under the law.
